Open Question: Calling the cops? Subway Restaurant?

My friend just told me that she went to subway yesterday. Order a sandwich and went to pay for it and the card said wasn’t activated but she called and it had been and had money in the bank. She did think that she had any cash on her, and was like OK then never mind ill come back after i go to the bank. As she was leaving the guy said he was going to call the cops. But she didn’t try and take the sandwiches so she wasn’t doing anything wrong right? She ended up having cash but was that even right for him to admit ?
